Ways to Participate

Make a public comment specific and useful

Address the proposal and explain the practical consequence.

Locate the open proposal

Use the official notice and docket to identify the proposal, comment deadline and submission instructions. Regulations.gov is a federal public-comment resource. Read the notice before writing; a general opinion about a topic may not address the decision being considered.

Explain the connection

Identify the provision you want changed, describe the effect you anticipate and provide relevant evidence or an example. If you propose an alternative, explain how it addresses the same objective. Avoid repeating material merely to add volume.

Review before submitting

Public comments may be made public. Check the notice’s privacy instructions and remove unnecessary personal information. Submit through the stated official channel and save the confirmation if one is provided. This guide suggests a writing approach; the particular notice controls the actual submission requirements.

Bring it to the conversation

  • Which provision are you addressing?
  • What evidence or alternative helps?
  • What information could become public?
